Federalist #10 discusses the evolution of factions, what causes a faction to develop, and what would be the best form of government to deal with these factions. Factions are groups that have a particular set of interests and, given an opportunity to progress those interests, will do so possibly at the expense of everyone else. The risk you run here is that not everyone believes the same as the factions do, and might be forced to give up their liberties and their beliefs because the faction forces them to do so. There could be a chance the liberties of the others outside of the faction are trampled.
